Sitec has an exciting opportunity for a Systems Safety and Environmental Officer
for our client within the public sector, at their site in Porton Down, Salisbury. This is a contract role, for an estimated 12 months initially.

Job Title: Systems Safety and Environmental Officer
IR35 Status : In-scope of IR35
Daily Pay Rates: £655 UMBRELLA / £524.18 PAYE
Hours: Daily 7.4 / Weekly 37

The Systems Safety and Environmental Officer will formalise, design, agree and implement processes and training that will enable our client to demonstrate how it effectively and efficiently manages 4Cs (namely Control, Co-operation, Communication and Competence), and that it has competent, qualified and experienced people to discharge its legal and moral responsibilities.

Main deliverables:
* Complete a cradle to grave review of our clients facilities management contractor's current 4Cs policies and make recommendations for areas requiring improvement as well points of interface between the two policies and any potential risks and or issues that need immediate action
* Develop a 4Cs improvement plan which includes key milestones and deliverables
* Provide weekly progress updates to the Head of H&S and H&S Programme Manager

Specific Requirements:
* Review and amend where relevant the 'Workplace Safety' arrangements in the clients Management System (MS) to reflect the inputs, outputs and assurances of contractors and visitors to achieve 4Cs. Electronic copies will be available to the successful contractor and revised, finalised version will be required in a suitable format to meet Document Policy Requirements
* Ensure that the above arrangements meet current and applicable legislative requirements, MOD Standards, industrial standards and Policy Processes and Guidance.
* Review and Implement Core 4Cs Processes including:
- Planned Preventative Maintenance (PPM)
- Plant and Infrastructure Changes
- Reactive Maintenance
- Site Rules and Handbooks
* The above processes have been mapped and require interface with the client, the clients FM Provider and the MOD standards.
* Provide a suitable competency system for implementing 4Cs roles. Include appropriate briefings and training to build defined competencies.
* The system will be based on the Learning Journey Format (see attached template) and will include key roles including:
- Head of Establishment
- Duty Holder
- Building Manager
- Workplace Supervisor
- Host
* Formally monitor via pre-defined audits and inspections the effectiveness of the 4Cs arrangements at set schedules as agreed at contract start. Audit standard to meet Policy requirements (see attached annex).

The following outputs are required:
* Processes that link to H&S Policy,
* Guidance for the processes that link to the Workplace (exisiting guidance where applicable requires review)
* Interfaces with FMS provider's arrangements for 4Cs
* Competency Assessments of current persons adopting 4Cs roles
* Training Courses that target critical roles within the 4Cs system
* Monitoring activities to assure effective implementation.
* Provide weekly progress updates to the Head of H&S and H&S Programme Manager

Experience required:
* Knowledge of JSP 375
* Experience of delivering H&S within Defence

Successful applicants will be required to be Security Cleared prior to appointment.

Please note that the client has determined that the off-payroll working rules will apply to this assignment and where a worker elects to provide their services through an intermediary (such as a personal services company) then income tax and primary national insurance contributions will be deducted at source from any payments made to the intermediary.
