Job Description

Sitec are currently looking to recruit a Senior Emergency Management Planner for a Nuclear Decommissioning site in Cumbria. The post is an estimated 12 month contract and is paying competitively up to £18.62 per hour on a PAYE basis for a 37 hour week.

Successful applicants will be required to be Security Cleared prior to appointment

Description
Site Licence Condition 11 (SLC11 Emergency Arrangements) requires the site to have adequate emergency arrangements, that personnel with emergencies roles should be instructed in these arrangements and that these arrangements should be rehearsed. The Emergency Management Senior Planner plays a lead role in ensuring the areas of the site they support met the requirements of SLC11. They ensure emergency plans and procedures are rehearsed via emergency drills and exercises. They support the coaching, training and assessment of Emergency Duty Teams. The Emergency Management Senior Planner also carries out a range of other support roles including the production of metrics that provide information on the overall health of emergency arrangements, emergency exercise scenario development, drill and exercise report writing and the audit of emergency facilities and equipment.

Principle Accountabilities
* To work with a range of teams and management organisations to ensure S&R arrangements are implemented in accordance with site standards, practices and policies.
* To take a lead role in developing, revising, implementing, and maintaining emergency preparedness processes, plans and procedures
* To take a lead role in the delivery of emergency drills and exercises at local facilities during, facility, site, district and national exercises. This includes preparatory tasks, the delivery of drills and exercises along with post drill / exercise activities, such as report production, and corrective action tracking
* To take a lead role in command and control coaching, mentoring, training and assessment of Emergency Duty Teams
* To develop and implement resolution to identified issues or concerns.
* To work with the Emergency Management Planners to support their learning and completion of tasks
* To ensure adequate emergency management metrics and key performance indicators are in place and ensure these are made available and shared with appropriate stakeholders
* To take a lead role in maintaining compliant and effective emergency facilities.
* To take a lead role in self-assessments, to identify appropriate corrective actions and to escalate areas of concern that impact on the ability of the site to respond to an emergency
* To take a lead role in internal and external regulator interventions.
* To define appropriate emergency management learning and feedback, and to share this across the wider emergency preparedness community
* To participate as an umpire and/or evaluator in drills and exercises
* To participate in emergency management working groups as assigned
* To support benchmarking and the development of a learning and continuous improvement culture in the emergency preparedness community

Essential Skills
* A degree of organisation and planning skills of self and others to meet service delivery to time schedule
* Proven stakeholder management and influencing skills
* Proven ability to think logically and analytically to resolve problems
* Evidence of application of Nuclear, Radiological and Conventional safety in own work area
* Planning and presenting information to a high standard
* Self-confidence to work with a range of teams
* SC Clearance, or the ability to achieve and a willingness to attain DV clearance if needed
* Experience of having worked in, and currently able to work in radiological controlled areas.

Desirable Skills
* Knowledgeable and capable of developing, implementing and maintaining emergency preparedness policies, processes, tools, procedures, etc. that meet emergency management requirements and ONR/WANO/INPO standards.

Qualifications & Experience
* Experience of playing an integral part (can be internal and / or external to site) in Emergency Management (preparedness and / or response), i.e. current emergency responder (Central or facility), Member of an Emergency Management Organisation, retained fire & rescue, mountain rescue etc.
* Proficient in Microsoft Word, Excel, PowerPoint
* Experience in planning and process development which may include Emergency Planning
* Experience in giving feedback to teams
* Experience of having worked in, and currently able to work in radiological controlled areas.
