Sitec Recruitment are currently recruiting for a prestigious Engineering company who specialise in the Naval / Marine Engineering and Support Services industry and are seeking a Resourcing Specialist to be based in their offices on Devonport Dockyard on a Temp to perm basis.
This role is being resourced on a temp to perm basis, the initial temp period will be 6-12 months, depending on performance.

To implement a resourcing strategy to meet the current and future needs of Devonport Royal Dockyard Ltd whilst fully understanding the external labour market and providing solutions on the approach to ensure we are proactively attracting candidates.
Working internally with the business to undertake a number of resourcing related projects to strengthen our employee value proposition.
Comfortable with report writing and engaging with the business at all levels.
Working on a resourcing strategy to drive proactive candidate attraction and facilitate the on-boarding process.
Leading a variety of resourcing activities to ensure networking potential is fulfilled and the profile of Babcock is raised within the Professional Engineer community in line with our guiding principles.
Account management of onsite recruitment agencies. This includes developing a partnership between the company and their recruitment agencies and holding account to deliverables.
Maintain a strong interface with local recruitment team to ensure we have a committed and competent employee in every role.
Principal tasks and responsibilities are:
Manage and direct on recruitment activities to ensure best candidates are selected; recruitment process is conducted efficiently, cost-effectively, and in accordance to policy.
Accountable to deliver activities which will include advertising, interviewing, testing, candidate selection, negotiation on employment offers on behalf of hiring manager and HRM, relocation packages, pre-screening, telephone interviewing, shortlisting, etc.
Liaison with functional and operational management to implement and develop resourcing strategies appropriate to each departmental need/requirement. To remain consistent with overall policy/procedure.
Manage the evaluation of external candidate/labour market conditions and internal employee turnover trends to enable recommendations to changes of the organisations recruitment and reward strategies to adapt to changing market conditions.
Manage ongoing relationships with approved recruitment agencies and be accountable to ensure standards of service as described in the SLA are met.
Maintain a strong interface with recruitment administrators within HRSS to ensure the organisations recruitment strategy is implemented. Influencing and supporting the improvement of the 'on-boarding' process at a site-wide level.
Work within laws, policy and procedures, regulations and employment standards.
Network with appropriate professional engineering bodies/institutions/communities to ensure a throughput of candidates/applicants. In a variety of methods, including engineering institutes, local networking events, industry/sector networking. Ensuring compliance with corporate governance and play a key role in the development of the Employee Value Proposition.
Conduct competitor analysis and benchmarking when appropriate and ensure we are competitive and attractive to candidates in terms of salary, packages, advertising, and benefits. Working with central HR to support the delivery of transformation initiatives which may include projects relating to Grading Structures and improvement programmes.
Benchmarking data to be collated and utilised to ensure appropriate offers are made.
Establish and maintain a link with career transition partnership in line with the corporate covenant.
Establish and manage a manpower demand plan to forecast supply and demand needs in accordance with IBR. Working to the Corporate Integrated Workforce Strategy - liaising with internal providers of demand and supply data.
Manage, build and maintain a talent pool of suitably experienced and qualified candidates to include passive and active candidates.
Work to improve the effectiveness of the company's competency frameworks for Engineering Services roles to ensure maximum leverage in recruitment potential.
Qualifications and Experience Requirements:
Formal qualification up to HNC/HND or equivalent in a relevant discipline.
Resourcing/recruitment qualification - desirable not essential.
Demonstrable/proven experience of recruitment consultancy/ resourcing
Knowledge of engineering/nuclear industry would be beneficial
Experience of targeted advertisement/recruitment campaigns for niche roles.
Essential - Proven track record of achieving targets, target driven individual, with proactive work ethic and attention to detail.
Ability to present to senior management, be an ambassador for Babcock, strong networker, able to work own initiative.
Experience of maintaining a live pipeline of candidates.
Suitable IT ability, experience of Success Factors is desirable.
Due to the nature of our clients business candidates must hold or be eligible to obtain UK security clearance.
