Job Description

Sitec are currently looking to recruit 2 Project Cost Engineers for a nuclear MoD establishment in Reading (private organisation). The posts are estimated 12 month contracts and are paying competitively on an hourly basis.

Successful applicants will be required to be Security Cleared prior to appointment and due to the nature of the projects with this client, Sitec can only accept applications from those resident in the UK for the last 10 years who hold a full British Passport. Dual nationals may be considered for certain roles.

Accountabilities and Responsibilities
* Accountable for assuring the quality of Cost Engineering deliverables
* Accountable for continuously improving daily ways of work within own area of responsibility
* Accountable for developing and maintaining relationships with the project team, integrated with the Risk Specialist and Project Planner
* Responsible for the production of monthly cost reports, cost plans, value of work in progress / commitments and supplier value of work done
* Responsible for supporting the month-end process
* Responsible for the analysis of the estimate of key quantities
* Responsible for providing cost engineering input into the investment approval and change control process, risk and opportunity process and peer reviews
* Responsible for the production of cost engineering deliverables in accordance with the appropriate procedures and guidelines
* Responsible for ensuring understanding of responsibilities and demonstrates appropriate behaviours in line with the company's environmental, health, safety, security, quality and ethics standards
* Responsible for personal workload and ensuring all deadlines are met
* Responsible for undertaking other duties as reasonably required from time to time by line and task management
* Responsible for maintaining and promoting high personal standards in environment, safety, health, security and quality

Knowledge, Skills & Experience
* Knowledge and experience of using best practice cost engineering processes and tools in a complex, project environment
* Knowledge and understanding of forms of contract, e.g. NEC3, GC Works
* Experience of developing and maintaining effective relationships
* Knowledge and understanding of Earned Value Management processes and procedures preferable
* Knowledge and understanding of confidence modelling processes and techniques preferable
* Experience of coaching and mentoring others preferable
* Competent in independent assurance - The ability to undertake an independent assessment of the evidence file supporting an investment, and to make appropriate recommendations
* Competent in performance analysis - The ability to analyse different types of performance data and provide insight and recommendation on performance, e.g. earned value, performance forecasting
* Competent in project planning - The ability to create and maintain a project plan in order to manage a project throughout its lifecycle
* Working towards competence in requirements management - The ability to capture requirements and assumptions with associated acceptance criteria
* Working towards competence in risk, Issue & Opportunity Management - the ability to objectively identify and analyse the impact of risks and opportunities to the organisation. This includes qualitative and quantitative assessment
* Competent in project estimating - The ability to create a project estimate, based on scope, technical specification and sources of cost information
* Competent in project cost engineering - The ability to utilise cost engineering techniques to manage and control project costs throughout its lifecycle
* Competent in earned value management - The ability to apply Earned Value Management tools and techniques to interpret associated inputs and metrics; providing timely insight and recommendations on project and programme performance
* Competent in long range planning - The ability to create and maintain a long range plan to enable comprehensive and realistic forecasting, providing a sound basis for management decision making
* Working towards competence in business modelling - The ability to use statistical modelling techniques to provide confidence in business plans and processes

Qualifications
* Degree or HND / HNC in appropriate business or technical discipline preferable, or a proven level of experience
* Project Management qualification (e.g. APMP) preferable
* Membership of relevant professional body, or working towards membership, (e.g. RICS, ACostE, APM, PMI) preferable

Special Requirements
* Willing and able to obtain and maintain the necessary security clearance for the role
